Early this morning, the Senate passed the cheque tax amendement with 35 votes in favour and 33 against.
Now it will be discussed at the Chamber of Deputies.
Once the debate to approve Mercedes Marcó del Pont appointment as head of the Central Bank, the debate on the cheque tax started.
It is a project that affects the distribution of partnership funds with provinces, therefore the regulations require that in order to make changes, the initiative must have 37 positive votes, and not just half of those present at the meeting.
Julio Cobos, Vice President of the Nation, tried to mediate between the opposition and the ruling party, who argued that the bill needed half plus one of the votes to be passed, but the opposition rejected this interpretation because this is a a tax reform.
If this bill is passed at the Deputies Chamber, the provinces will recieve 10 thousand million extra pesos, as it aims at the distribution of the total charge instead of the current 30%.
Jose Pampuro, reported this morning that “if the cheque tax bill is passed at the Lower House, there would be a legal anomaly”.
And that the “the President already has sufficient elements to repeal this, which is a legal anomaly for us, and if it is not vetoed by the President, the reform should be seen by a judicial body.”
